Appropriations Requests

General Language and Programmatic Requests

Language and programmatic requests are requests for overall funding levels or program language and do not name specific entities which will receive funding. The deadline to apply language and programmatic requests through our office was March 6th, 2026. 
 
The window to submit language and programmatic requests is now closed for FY27.
 

Community Project Funding Requests

Community Project Funding (CPF) is an initiative that started in fiscal year 2022 (FY22) to allow Members of Congress to request direct funding for projects that benefit the communities they represent. Members may submit up to 20 CPF requests, along with the standard programmatic and language-based requests, for the FY27 cycle. The deadline to apply for Community Project Funding for FY27 through our office was March 6th, 2026.

Project Description: This project will complete the development of the Stanislaus County Sheriff’s Threat Assessment Center (STAC) into a fully operational Real-Time Crime Center by upgrading radio infrastructure, improving signal reliability, and implementing DOJ-required encrypted communication.

Project Description: The Bear Creek Ranch Water Replenishment and Habitat Restoration Project will benefit groundwater supplies, enhance local flood protection, improve public health, and contribute habitat to an essential wildlife corridor in western Merced County by converting over 1,070 acres of former cropland into native grasslands, multi-purpose wetlands, and forested habitats.

Project Description: University of California, Merced (UC Merced) requests $3.6 million to initiate Phase One of the Experimental Smart Farm (ESF). The funding represents an investment in sustainable, equitable, and technologically advanced farming practices that will benefit the agricultural sector but also the wider community and economy, and a diverse student population in the San Joaquin Valley.

Project Name: Highway 152 Pacheco Boulevard Regional Multi-Use Path Project

Project Description: The Merced College Los Banos Multi‑Use Path is a proposed Class 1 bicycle and pedestrian facility along State Route 152 that will connect the Los Banos community to the Merced College campus. The project was initiated after students were observed walking and biking along the highway without safe separation from traffic. A feasibility study identified a preferred north‑side alignment and a dedicated pedestrian bridge over Los Banos Creek. The total remaining funding needed to complete the project is $2,295,259.

Project Description: The City of Firebaugh is requesting funding in the amount of $26,411,000 for implementation of levee improvements and river bank restoration per the Firebaugh Multi-Benefit Flood Management Project. The City of Firebaugh is a Severely Disadvantaged Community (DAC) with a median household income of $43,971 (as of 2017). Local funding sources alone are insufficient to implement a project of this scale; therefore, federal funding is critical to advance the protection of critical city infrastructure and the community at large.

Interstate 5 carries approximately 96,000 vehicles per day at this location and provides a key connection to I-580 and major Bay Area employment centers. The project will widen ramps and Sperry Avenue, install traffic signals, and improve safety and traffic flow at an interchange that currently operates at Level of Service F during peak

Once completed, Airport Park will provide much needed green space and recreational amenities in a disadvantaged community while supporting youth development, public health, and climate resilience.

Project Name: Newman Downtown Mixed-Use Project - Phase 1

Project Description: The Newman Downtown Mixed-Use Project (Phase 1) seeks $1,000,000 in federal funding under HUD's Economic Development Initiative to demolish and clear a 0.95-acre blighted former turkey hatchery site at the southern entrance to historic downtown Newman, California, eliminating serious asbestos, lead-based paint, fire, and structural hazards that have persisted since abandonment in 2011. This Phase 1 abatement and demolition will remove public health and safety risks while preparing the gateway property for Phase 2 mixed-use redevelopment through a private partnership, delivering approximately 20,000 square feet of ground-floor commercial space and about 25 affordable residential units for income-qualified families. The full project is expected to attract $10–12 million in private investment, create up to 125 construction jobs and 60 permanent positions, and revitalize an underdeveloped downtown area in a community facing elevated unemployment and economic challenges.

The project will improve the resilience of a critical transportation corridor connecting the Central Valley to the Bay Area and providing direct access to Lawrence Livermore and Sandia National Laboratories.

Project Description: The City of Merced seeks federal funding for The Italo American Lodge, to rehabilitate and modernize the historic community facility in Merced, California. Established in the 1930s to support Italian American immigrants, the Lodge has evolved into a vital, multi-use community hub serving residents of all backgrounds through cultural events, educational programming, charitable activities, and community gatherings. The proposed project includes comprehensive upgrades to improve safety, accessibility, and long-term sustainability. Planned improvements include full ADA accessibility enhancements to entrances, restrooms, and interior pathways; replacement of deteriorating flooring; modernization of kitchen and food facilities to meet current health and safety standards; installation of energy-efficient lighting, plumbing fixtures, and mechanical systems; and exterior façade improvements to preserve the building and enhance its role as a welcoming community asset. These improvements will extend the useful life of the facility, reduce operating costs, and ensure the Lodge can continue to provide critical community services to thousands of residents annually in a safe, accessible, and inclusive environment.
